How do I write a proportion that compares the area of california, which is 1.637* 10^(5), and its population which is 3.804* 10^(7)?

 

Divide the population by the area:

(3.804 X 10^7)/(1.637 X 10^5)=232(rounded) people per square mile: Therefore the proportion would be, 232:1 (or 232 people to 1 square mile)
