I agree with..Holdmybeer? The answer is "No". The shaded area or the line does not go anywhere near the point.

does this seem like a good explantion 

 

 

First thing to do is to find the equation  in y=mx+b form ..... so our equation is y=3/1x-3    we found our slop with rise over run we found our "-3" from the y-intercept.  now all we have to do is to plug the points (4,-3) into out equation if we get a true statement then its is a solution if not it will be false ...-3=3/1(4)-3 .... solving it i get false
