Since you want to solve for y, you basically don't want anything with or in front of y. And since 1/3 is in front of y and it's multiplying with y, you have to do the opposite, which is multiplication. When you divide by a fraction you are actually multiplying by the inverse, so it'll be 3/4 * 3 which is 9/4.
