We have the form

 

f(x)  =  Acos(Bx + C) + D

 

A = the amplitude  =   (10 -  -4) / 2 =  14 / 2  =  7

B=    (2pi)  / the period     =  (2pi) / ( pi/2 ) =  4

C =  the phase shift =  there is none

D =   the midline  =  (10  - 4) / 2  =  6/2  = 3

 

So....our function is

 

f(x)  = 7cos (4x) + 3
