Understand what 'percent' means and you will find these questions easy. A percent is just a hundredth.
So 25% of 16% means
25 hundredths of 16 hundredths
or
25/100 x 16/100 =0.04 which is Melody's answer.
You could also have spotted that 25% is a quarter so that you just take a quarter of 16 (percent)
which is 4 percent.
