Kemal bought 2 apples, 3 pears and 7 oranges from the market. An apple is $5.30, a pear is 8 less than twice the apple, and an orange is 7 more than half a pear. How much money does Kemal need?

Cost of a pear: $5.30 * 2 - $8 = $10.60 - $8 = $2.60. 

Cost of an orange: $2.60 * 1/2 + $7 = $1.30 + $7 = $8.30. 

That should be all you need to solve the problem.
