Note  that the point  ( 0,0)  is a solution because   0 > -2   and  0 + 0  < 4

 

Note that the point  (0,5)  is not a solution  because  5 > -2   but   0 + 5  is  not less than 4

It wouldn't change the answer, much....the graph of  x + y ≤ 4  would be a solid line instead of the dashed line of  x + y < 4

 

The answer for the chosen points would be the same...
