Ok you have 100 ml at 3% so in that 100ml there is  0.03*100 = 3ml of acid

Let y be the amount of the 0.65% solution that is needed.   0.65% = 0.0065

0.7% = 0.007

\(\frac{0.03*100+0.0065*y}{100+y}=0.007\\ \frac{3+0.0065*y}{100+y}=0.007\\ 3+0.0065*y=0.007(100+y)\\ 3+0.0065y=0.7+0.007y\\ 2.3=0.0005y\\ 2.3\div 0.0005=y\\ y=4600ml\;\;or\;\;4.6L\)

.65x + 100(3) = .7(x+100)

.65x +300=.7x + 70

.05x = 230

x = 4600 ml
