a quarter represents in ( music ) 1. But regular notes equals 4 ( like in ratio )
1 : 4, 2 : 8, 3 : 12 .....
So 2 quarter notes
= 8 ( regular ) notes.

In 4/4 time a quarter note is one beat and there are four beats to a measure
In 3/4 time a quarter note is one beat and there are three beats to a measure
4/4 is almost always what they play a normal rock song in
3/4 is a waltz
In 6/8 time an eighth note is one beat and there are six beats to a measure
In 6/8 time a quarter note is two beats and there are six beats to a measure
You can play 6/8 to sound similar to 3/4, but don't
6/8 is almost always a slow dance – offhand, I can't think of any fast song in 6/8
