3x+4y= -14

4y = -3x -14

y = -3/4 x - 14/4        slope of THIS line, m, is -3/4

   perpindicular slope is - 1/m   =   4/3

 

point slope form of the second line is

(y-7) =   4/3  (x+5)        re-arrange into  y = mx+b form    to calc  m+b
