If none of the top 3 are selected, then the probability is (25*24*23*22)/(28*27*26*25).

 

If only one of the top are selected, then the probability is (3*25*24*23)/(28*27*26*25).

 

Adding them up, and subtracting the total from 1, the final answer is 244/819.
