A negative  and a negative only make a positive if

1) A negative number is multiplied by another negative number     eg      -3*-2= +6

2) A negative number is divided by another negative number         eg       -12 /  -4 = +3

and

3) If the  + and -  signs are so close together that you can put a circle around them and nothing else will be in the circle.

6 - - 4 = 6+4

also

6 - (-4) = 6 - - 4 = 6+4

-----------------------------------------------------------

However

-6-12=-18 !!
