Suppose that a and b are positive integers for which a has 3 factors 3 and b has factors a + 4. If b is divisible by a, what is the least possible value of b?

I assume it is saying a has 3 factors and b is a factor of a+4?

 

Note that the condition implies $a$ is a square of a prime, which must be b.
