This is the graph of the function 

\(f(x)=\frac{2}{3}\cdot (x-3)^2+1=\frac{2}{3}\cdot (x^2-6x+9)+1\)

\(f(x)=\frac{2}{3}x^2-4x+7\\ a=\frac{2}{3}\\ b=-4\\ c=7\)

 

a is not an integer.
