You are given   LB   and  BAG     and you want   LB/BAG

 

11/3 LB  /  4/9 BAG  = 11/3  * 9/4  = 99/12  LB/BAG = 8 1/4  LB / BAG

Here's a little tip:  per means divided by

When you see the word "per" substitute "divided by"

so lbs per bag means 11/3 divided by 4/9 in this problem.
