Assume a bag of wheat costs =$1.00 per pound
Then a bag of rice would cost  =$1.20 per pound
1.00 - [1.00/1.20] = 16 2/3 % - This is how much cheaper wheat is per pound. [Units don't matter, whether they are in pounds, kg, tons....etc.]
This means that if 1 pound of rice cost $1, then the cost of 1 pound of wheat would be: $1 - [0.1667 * $1] =0.8333 cents.

for example x is the price of rice so the price of rice is 100% while the price of wheat is 120%x so we have the equaiton 100%/120%=100/120=8 1/3 which is 83 1/3 percent or 83.333...
