I have a problem with this questionn because a billion is a different number in different countries
In the US it is 1 000 000 000 which is 1000 million or 10 ⁹
In the UK and Australia I it is 1 000 000 000 000 which is a million million or 10 ¹²

Web2.0calc seems to be based in the US so I will use their billion.
First you write your number as a fraction

213 / (4.54 x 10 ⁹)

then, if you want to turn it into a percent, just multiply by 100 and put the % sign.
