Well you can set this up as a proportion and say...
1/6 = x/100 (because a percent is out of 100)
you cross multiply and get 6x = 100
lastly divide and get x to equal 16.667 (really the .6 is repeating but we have to end it somewhere)

this is a good answer reasonforeverything.
the only thing I would like to point out is that sometimes children learn percantages before they know anything at all about algebra.
