It depends on how your teacher told you to solve it. Basically what you're asking yourself is this:
48000 is x% of 132500
call is the same as the equals sign and of the same as multiplication and you have
48000 = x(132500)
Than all you have to do is to solve the equation.
If your teacher told you to use ratios you'd need to set it up differently.
