Since the Parralelogram is 5 units high, you can use Pythagoras ($$C=\sqrt{A^2+B^2}$$ to gather the length of the slanted sides.

Perimiter = Top + Bottom + 2 Slanted Sides = $$4+4+\sqrt{5^2+1^2}$$

$$4+4+5.1\approx13.1 units$$
