i got 100, is that right?

1.5 W * W = 216

W = 12    Then L = 18

2*(18 + 5 + 5  )  + 2* ( 12+5+5) = 100ft perimeter

Let  the  width  =  W

Then  the  length  =  1.5W

So  we  have  that

W  * (1/5)W   =  216

(1.5)W^2   =  216

W^2   =  216/1.5

W^2  = 144      take  the positive  root

W  =  12  ft      and  L   =  12 (1.5)   =   18  ft

The  outside  perimeter   =   2  ( 12  + 10)   +  2 ( 18 + 10)   =  44  + 56  =   100  ft
