I'm sure there's a faster way to do this, but here's my solution anyway:
There are 16 triangles with a base of 1 in the picture.
There are 6 triangles with a base of 2.
There are 3 triangles with a base of 3.
There is 1 triangle with a base of 4.
And there is 1 upside-down triangle with a base of 3 in the center.
16+6+3+1+1=27 triangles!
