You should try to give people the opportunity to correct or defend their answer if you think it is wrong. :/

 

Anyway.

\(2x+28=\frac{4x}{9}\\\\ 9(2x+28)=4x\\\\ 18x+252=4x\\\\ 14x=-252\\\\ x=-252/14\\\\ x=-18\)
