We can test some points, such as (0,-3/4) and (-1,-1/3).  The line passing through these points is y = -x/4 - 3/4.

 

Then 4y = -x - 3, or x + 4y + 3 = 0.  Then testing other points, the inequality is given by x + 4y + 3 <= 0.  In given form the answer is

 

-x - 4y - 3 >= 0.
