I apologize if my opinon is wrong but, in my mind best answer would be letter C.

Explanation-

Since in this problem there is time and amount. If I recall correctly this is called proportonality. The question is asking for you to find the rate, as in ratio.laugh To find the answer, you must set up a ratio. I would set it up with the greatest number on the chart. Set it up by amount then time- 25:10. or 25/10. Then just, divide for the answer.
