x = amount of 90% mix
.9 x = .72 (20)
x = 16 gallons to make the final mixture volume 20 gallons, add 4 gallons of water.

x+y=20
(y*90%)/(x+y)=72%
and I got x=4, y=16, just like you got, awesome soultion by you also.
