This is the equation of a line.  there is nothing to solve

 

\(y+7=\frac{2}{3}(x-4)\\ y+7=\frac{2(x-4)}{3}\\ 3y+21=2(x-4)\\ 3y+21=2x-8\\ 0=2x-3y-8-21\\ 2x-3y-29=0\\ \text{That is the line in general form.}\)
