If you take the reciprocal of a fraction (reciprocal x = 1/x) it is the same as taking the fraction and 'turning it upside down'. So in this case 3x/2 is the simplest form. The logic is that you multiply both the denominator (bottom) and numerator (top) of the fraction by 3x (in this case).
