Robert is entering a contest for a local radio station. All of the cards with the correct answer will be placed in the barrel, and from it will be drawn the name of the winner. Robert submits 200 post cards with the correct answer for the drawing. If 250,000 entries were received, and 17,000 of them are correct, what is the probability that Robert will win?

The explanation is simple.

You want to know the probability that Robert win.

So you have 200 card that have been sent whit the CORRECT answer.

The put 17 000 cards whit the CORRECT answer in a barrel.

Si Robert have 200 cards on the 17000 cards in the barrel.

200 / 17000

You need to forget the 250'000 because it's not a useful value.
