Well, there are 4c2=6 total duos. For the duos with 1, they all work. That's 3 duos already. For 2, it divides 4 so that's 1 more duo and we have 4 duos now. But now 3 doesn't divide 4 and there are no more combinations. So the probability is 2/3.
