Ok, there are 52 cards in a standard deck of cards.

 

24 of those cards are red but not a 4. 2 of those are a 4, but not red. 2 of those cards are both a red and a 4. 

 

24+2+2=28.

 

So the probability of drawing a 4 or a red card is 28/52.

There are 26 red cards and 4 'fours' in the deck......BUT two of the 'fours' are red so you only have TWO additional chances to get a 'winner' card....    26 + 2 = 28    28/52 chance you will get a red card or a 'four'         14/26       or   7/13 chance

P(4 or Red)   = P(Red) + P(4)  - P(4 and Red) =

 

                          26/52  + 4/52 - 2/52         =

 

                          26/52 +  2/52                  =

 

                            28/52   =     14/26    =    7/13
