Not sure but this is my attempt

 

I'm thinking that maybe it doesn't matter that there are 16 numbers to start with.The fact is you have 9 numbers

 

The chance that the smallest is at the end is   1/9

 

This seems too simple to be correct but I cant see what is wrong with the logic.
