To calculate the odds of a situation happening when given other chances, you multiply the chance of each event happening against eachother. In this case, you have a 60% chance of getting stuck, and an 80% chance of needing a tow if you are stuck. You could represent these as decimals, but fractions will suit them. 60% becomes 3/5, and 80% becomes 4/5. You multiply them together, getting 12/25, or a 48% chance of both happening.
