By "1/9 that a town will get a major tornado", you mean in a "1/9 that a town will get a major tornado in a year"?

If that's the case, the chance it won't get hit is 8/9 every year.

Then there is a 8/9 chance it won't be hit this year.

There is an (8/9)*(8/9) chance it won't be hit this year AND next year.

There is an (8/9)9 chance it won't be hit at all in the next nine years.
