9x-6y = 63; x = 5

What does it mean by "Then find the value of Y for the given value of X."?

It is either repeating what your supposed to do or it is a typo and asking you to solve for X also. To be on the safe side you could solve for X but it's up to you...

It means what it says - re-arrange the equation so that 'y = ......' then substitute x for the value shown, to get a value for y
