(x + 3)  / ( x^2  - 2x - 3)    ÷    (x^2 + 2x  -3)  / (x + 1)

Easiest  to  factor, first

(x + 3) / [ ( x - 3) (  x + 1)]    ÷ [ ( x + 3) ( x - 1) ]/ ( x + 1)     invert  the second expression and  multiply

(x +3) /[ (x -3) ( x + 1) ] * ( x + 1)  /[ ( x + 3) ( x - 1) ]     and we  can write

(x + 3) ( x + 1)

(x - 3) ( x + 1) (x + 3) ( x - 1)
