Irrational means cannot be expressed as the ratio of two whole numbers (like the square root of 2 for example)

Any number that can be expressed as a terminating or recurring decimal can be expressed as a fraction.
And
all fractions are rational. (because as Alan said, they are the ratio of 2 whole numbers)
