Resonance in homogeneous differential equations?

I have this question:

They give the answer to be: "For the system to oscillate, must have complex roots to the characteristic equation".

This leads me to my question:

For all homogeneous differential equations, if the characteristic equation has complex roots, does that mean the system oscillates?
