I'm asuming you mean 9 added to the fraction 2/8.   That is easy: 2 is a quarter of 8 meaning that equels 0.25 add that to 9 and you get 9.25.  In fraction form that is 9 and 1 4th

 

If you mean 2 divided by 8+9 then that is 0.117647058824........ in decimal form
