60cm/1m do I multiply or divide 1meter

I am not sure what you mean.

 

If this is for a scale drawing where 60cm of drawing represents 1m of real life measurement then

the scale is 60:100  

this can be simplified down to 6:10  or  3:5

If the scale drawing measures 6cm you could mult this by 100/60 to get the real life equivalent of 10cm

 

If the scale drawing measures 2.6cm you could mult this by 100/60 to get the real life equivalent of 

$${\mathtt{2.6}}{\mathtt{\,\times\,}}\left({\frac{{\mathtt{100}}}{{\mathtt{60}}}}\right) = {\frac{{\mathtt{13}}}{{\mathtt{3}}}} = {\mathtt{4.333\: \!333\: \!333\: \!333\: \!333\: \!3}}$$         

that is 4.33cm

60/100=0.6

Maybe that helps?  You divide.
