3x  - 2y  =  - 16      subtract  3x  from both sides

 

-2y   =  -3x   -  16       divide everything by  - 2

 

y  =  (3/2)x  +  8

 

The slope is  (3/2)  and the y intercept  is  8

Yep...just the same

 

You  want to isolate  y   so that we get the form    y   = mx + b

 

Where m  is the slope  and b is the y intercept
