12x - 4y  =  -12

First:  Subtract 12x from both sides:  (12x - 4y) - 12x  =  (-12) - 12x

          Simplify and rearrange:                               -4x  =  -12x - 12

Second:  Divide both sides by -4:                 (-4x) / -4  =  (-12x - 12) / -4

               Simplify:                                                     y  =  3x + 3
