Looking for an equation that looks like   y= mx + b     and you are given m = slope = -1/5

y = -1/5x + b     Now substitute in you point (given) to calculate 'b'

7=-1/5(-3) + b

7 = 3/5 + b

b= 6 2/5

y = -1/5 x + 6 2/5     Done!
