I think that you are being asked to solve these equations simultaneously and you are being told that if you put brackets in (factorise) it will help.
Look at the 2nd equation

3x+3y=12
3(x+y)=12
divide both sides by 3
x+y = 4
y = 4-x
Now you can put this value of y into the 1st equation.

4-x = -x+2
Solve this for x and then substitute the answer into the first equation to find y.
