8x-9y=16.5 and 7y-2x=-6.5   rearrange as

  8x - 9y  = 16.5

-2x  + 7y = -6.5        multiply this equation by 4   ...so we have....

 8x  -  9y  =      16.5

-8x + 28y =   - 26          add these equations together

         19y  =  -9.5         divide both sides by 19

  y  = -1/2

Now, substitute this back into any equation to find x

-2x + 7(-1/2)  =  -6.5

-2x - 7/2   =    - 13/2      add 7/2 to both sides

-2x  = -6/2

-2x  = -3     divide both sides by -2

x = 3/2

So the solution is  (x, y)  = (3/2, -1/2)
