x - 2y = 2 and 14y = 7x + 3  rearramging, we have

x     -   2y = 2

-7x + 14y = 3     multiply the first equation by 7 and add it to the second one....this gives....

7x   - 14y  = 14

-7x  + 14y =  3

------------------

0         =     17

When we have answer like this (non-sensical) it means the system is inconsistent (has no solution). If you take Linear Algebra, you will be able to tell immediately if such a system has a solution, or not.
