The slope of line 1 =  [6 - 3] / [ 3 - -6]   =   [3] / [9]   = 1/3

 

The slope of line 2 =  [ 3 - 1] / [3 - -3] =    [2] / [6]  = 1/3

 

Since the slopes are the same.......these lines are parallel......thus.....they never intersect.....so.......we have no solutions.....
