(1/3)(2x - 7)  =  4

Get rid of the  1/3  by multiplying both sides by 3:

     3 · (1/3)(2x - 7)  =  3 · 4

                     2x - 7  =  12

Add 7 to both sides:

                           2x  =  19

Divide both sides by 2:

                             x  =  9.5
