A rectangle has a width of x and a length of x+4
The perimeter = 2 (W + L) ......so
2( x + x + 4) < 116 divide both sides by 2
x + x + 4 < 58 subtract 4 from both sides, simplify the left side
2x < 54 divide both sides by 2, again
x < 27 ....... so the width is < 27 and the length is < 31
