13.9, 13.2, 12.7, 16.3, 14.5, 14.7, 12.9, 14.0, 13.5, 12.9, 13.7

 

If Kathy finished 0.4 of a second slower than the first-place finisher, how long did it take her to finish the race? Represent the data, including Kathy's, using a stem-and-leaf plot.

It took Kathy 13.1 sec 

and 3 racers finished faster than 14 sec and there are 11 racers not including Kathy so if you're including her the fraction would be 1/4 not including her would be 3/11

well, the first-place finisher had a time of 12.7 and the last place finisher had a time of 16.3 so... 16.3 - 12.7 is 3.6 

the first place was 12.7 
second place was12.9 
third place was also 12.9
fourth place was 13.2 
so we just add all of them up and get 51.7
